Per the award citation, German
personally took part in attacks and counterattacks

inspired the troops
and officers,
nurtured effective Communist cadres,
and guided several dozen men to
admittance to the Communist Party.
A classic political officer award!
German had previously been awarded the
Order of the Red Star
, which it
appears he was presented in the Kremlin itself!
He later took part in the
campaign against Japan
and probably physically received the present Order of the Patriotic War 2nd Class while on that campaign.
